A reproduction of the C7ZZ-3513 seal for the lower steering column bracket to floor.  If you are replacing your floors or removing the column it makes sense to replace this gasket/seal.  One of the many Daniel Carpenter weather-stripping products I carry for the restoration of your Cougar.
